In partnership with BDO Stoy Hayward Scope were involved in competing for business. The Option Appraisal process has been initiated in view of the perceived growing need for modernisation of leisure services in the Strabane Council area to satisfy public expectations of choice and service and changing leisure trends including the healthy lifestyle approach. There is also a perceived need to better target facilities to meet the needs of those experiencing deprivation and disadvantage. The Council must also ensure that its services are achieving Best Value in the face of competition for capital investment. In addition, Alison Bennington, a member of our project team has commissioned and led a number of appraisals for Belfast City and Newtownabbey Borough Councils, including appraisals for the future provision of leisure services in those areas. These projects have included consideration of funding and PFI/PPP options.
